Here's how to play A Rogue on the High Seas!

5 - 15 Players

Setup:
- Shuffle all 20 Treasure cards to make the deck, then deal one out to each player face down, only that player may look at its value
- Whoever has the 1 value card reveals it and becomes the Captain, if no one has it then whoever has the 2 value card reveals it and becomes the Captain, and so on
- Deal each non-Captain player a Pirate card face down (you can also skip this step if you want more bluffing, straightforwardness, or are playing with new players)
- Each non-Captain player may look at exactly one other person's Treasure or Pirate card, they may not look at it again afterwards
- Start the Discussion
Discussion:
Players discuss for 100 seconds or once the Captain is ready
Throughout the discussion players may activate their Pirate’s effect by flipping it face up and doing the action, you do not need to announce that you are doing the action and may do it discreetly if possible
Elimination:
After the discussion the Captain picks 1 player to eliminate, then all players reveal their cards
The player with the second highest value card is the Rogue
The player with the highest value card is the Financial Institute Bureau-Banker Of Rowdy Groups (FIB-BORG), though that matters slightly less
If the eliminated player was the Rogue then all other players win, otherwise the Rogue wins
All Pirate cards are then flipped face up, and any “After elimination” effects take place
